Bush says he lacks power to control rising gas prices, admission is an about-face from his rhetoric in 2000

Are you shocked, or what?

Back in 2000:
Bush promised as a candidate in 2000 to pressure oil producers to increase supply and drive down prices. "I would work with our friends in OPEC to convince them to open up the spigot, to increase the supply," Bush said outside of Detroit in June 2000.
And, here is what he says today:
"I wish I could simply wave a magic wand and lower gas prices tomorrow; I'd do that."
Yeah, right.

Realistically, Bush cannot be held accountable here, because it was a complete piece-of-shit lying impossible promise he made in 2000.
There is a Bush quote from that article that reads, "Unfortunately, higher gas prices are a problem that has been years in the making."
He must have been aware of that in 2000. So, if the rising gas prices have been "years in the making," why was it a priority to increase the supply of these resources, instead of lessening our dependence on them? Wouldn't increases in supply/demand lead to a further increase in already rising prices?
How, then, could Bush convince OPEC to increase the production of a resource so in demand and concurrently reduce prices of that product?
Bush talked about convincing OPEC to open the spigot; it's unfortunate that he does not keep his shut.
