Not to be too cynical...
... but it wouldn't be surprising if "Al Qaeda in Iraq" turned out to be the CIA. Is it really possible that these guys are so organized they are now planning attacks in other countries? If so we really are in a ton of trouble.

Not sure what you mean in the first sentence, but it was known a while back that Jordan was a target because al-Zarqawi nursed a grudge. There is nothing admirable, though, about terrorists--anyone can go anywhere and kill people--that doesn't take brains, it requires insanity.

Still, I wouldn't put it past the CIA.
Jordan was also the target of a foiled al Qaeda plot. Who needs to be all that organized to find three idiots to strap on bombs and press the detonator in hotel lobbies?
