New Orleans

A friend of mine went to New Orleans to work on building houses for Habitat for Humanity. He said at this point of the 200,000 homes that were destroyed by Katrina only a few hundred had been rebuilt. He described seeing one habitable home every 5 blocks. It got us talking about what could be done to speed up the process. He had an interesting idea. Offer amnesty and citizenship to illegal residents in exchange for 3 years of labor in the New Orleans area.

This would probably solve a lot of peoples problems however I still think the immigrants should still be able to speak basic English, as many immigrants trying to enter the U.S don't even speak English
